COMMUNITY DEVELOPMENT / PLANNING PUBLIC HEARING ON URGENCY INTERIM ORDINANCE 09-14 MAKING AND ESTABLISHING A TEMPORARY MORATORIUM ON MEDICAL MARIJUANA DISPENSARIES. (GONTARSKI) Comment: There are no current City zoning regulations dealing with medical marijuana dispensaries. If such uses were to be established without appropriate regulations, such uses might be established in areas that would be in conflict with the policies of the General Plan and detrimental to the public health safety and welfare. The proposed ordinance establishes a forty-five day moratorium to investigate alternative ways of dealing with the issue and reporting back to the City Council. Recommendation: That the Council conduct a public hearing and adopt Urgency Interim Ordinance 09-14 making and establishing a forty-five day moratorium on medical marijuana dispensaries and find that the interim ordinance is not subject to CEQA pursuant to Section 15060 (c)(2).
